Martin, a Spanish national, has joined AK Public Affairs as senior advisor. From 2008 to 2022, Martin was Head of Procurement and Contracts Unit at DG DIGIT, European Commission, where he was responsible for ICT procurement (hardware, software and services) for all Commission DGs/departments and, through interinstitutional framework contracts, for other EU institutions and bodies. Before that, he dealt with public procurement in the European Commission, from the advisory/regulatory side in DG BUDGET (2003-2008) and on general procurement in different Commission departments (1991-2003).
